F.C. (Francine) Giskes has been a member of the Court of Audit’s Board since 15 October 2015. She had previously been mayor of Texel and a member of the House of Representatives for the D66 liberal democratic party.
Following high school, a year at Western College in Oxford, Ohio (USA) and graduating in economic geography and planning, Francine Giskes worked for five years at urban planning consultancy OD205, seven years at the Ministry of Housing, Spatial Planning and the Environment, including a period at the Advisory Bureau of the Council of State (now StAB), and since 1992 as head of the Research and Statistics Office of Haarlem municipality.
From 1994 to 2004 she was a member of the House of Representatives for D66, after which she was active as a mediator, a member of the Dutch Advisory Board on the Regulatory Burden (ACTAL) and a member of the Autonomous Administrative Authority Investigation Group. She was mayor of Texel between 2009 and 2015.
Ms Giskes was President of the Supervisory Board of the Humanitarian Institute for Development Cooperation (HIVOS) for six years, Chair of the Pension Register from its foundation until 2015 and co-founder and Board member of Texel Live Speech Foundation (until 2016).
On behalf of the Court of Audit, Francine Giskes was a Board member of the INTOSAI Development Initiative (IDI) in 2016/2017.
