Risks on the transfer of primary school maintenance funds

The State Secretary for Education's proposal to transfer external maintenance of primary schools from municipalities to school boards in 2015 harbours risks as well as advantages.

An interim report by the Court of Audit found that there were financial risks and a lack of expertise on school boards regarding the contracting out of external school maintenance. A simultaneous reduction of the Municipalities Fund by €256 million harbours the risk that municipalities will not be able to build enough new schools.
