School buildings: system does not automatically lead to good buildings
Municipalities and school boards are together responsible for primary and secondary school buildings.
The serious challenges they are facing, such as the sharp decline in pupil numbers and the introduction of needs-based education, will also have consequences for the school buildings. This is making high demands on local cooperation. The system, however, contains no incentives for the parties to work together efficiently for the long term. These findings are set out in the report entitled, Primary and Secondary School Buildings: a practical audit, that the Court of Audit published on 4 February.
