Administrative burden of teaching hours in secondary vocational education

The Minister of Education, Culture and Science's supervision of secondary vocational education institutions produces an administrative burden that has little relationship to the quality of the education. The Court of Audit audited the administrative burdens at secondary vocational education institutions that were caused by compliance with the 850 hours standard. The institutions must teach each student for 850 hours each year.
