Focus on Quantum technology
In the National Technology Strategy released in 2024, the government refers to quantum technology as a strategic key technology that will be crucial in the long term to the Dutch economy and security.
The innovations quantum technology is expected to inspire are impossible with current technologies. They include, for example, the development of personalised medicines and more accurate prediction of earthquakes. But there is also another side to quantum technology. The National Coordinator for Counterterrorism and Security (NCTV) describes future powerful quantum computers as an emerging threat to national security. With such computers, malicious parties can easily breach computer security and access state or corporate secrets.
Why are we carrying out this investigation?
The National Growth Fund is investing €615 million in the development of quantum technology. It is not yet known what opportunities quantum technology can offer the government or how much the government is investing in it. How the government is preparing for the risks of quantum technology is also uncertain. Our investigation can contribute to a learning government by providing insights into the investments and their results. It can also contribute to the government’s careful preparations to mitigate the risks of quantum technology.
What are we investigating?
The investigation will outline the actions and preparations the government is taking for the moment that quantum technology comes on stream. What is being done to maximise the opportunities and minimise the risks? And what have been the results so far?
Focus investigation
The final report will presents the findings of a focus investigation carried out by the Netherlands Court of Audit. A focus investigation differs from an audit in that it is carried out in a considerably shorter period of time, looks at current events and answers specific, well-defined questions.
