Complex funding of hospital care, still insufficient insight into expenditure

Better management of excessive declarations and 'appropriate use' of care needed

Healthcare insurers must improve their checks of whether healthcare that is declared is actually provided and whether the care is 'appropriate'. There is currently little incentive for hospitals and healthcare insurers to check declarations. The management of healthcare expenditure in the hospital sector is still a 'problematic challenge' for the Minister of Health, Welfare and Sport (VWS). This is due to the complex funding system in place for hospitals. These findings are presented in the report, Transparency of Hospital Expenditure, published by the Court of Audit on 28 October 2013.
