Letter on the revision of the Act governing budgets and accountability
The Court of Audit sent a letter with appendices to the House of Representatives on 7 November 2013 to inform the House's forthcoming debate with the Minister of Finance on the revision of the Government Accounts Act, which lays down the conditions that government budgets and accounts must satisfy.
The letter considers the changes brought about by EU agreements, the opportunities to use open data in accounting information, the accountability of the healthcare and social security sectors, which are funded primarily by means of insurance contributions, the position of state-owned enterprises and the use of different accounting systems in the public sector.
A variety of subjects are worked out in ten fact sheets. They include the proposed decentralisation of central government tasks to municipalities and the way in which ministers inform parliament about the results of their policies.
The House's Committee on Government Expenditure hosted a hearing with experts on the revision of the Act on 11 November. A debate with the Minister of Finance in the House is planned for 16 December.
