Court of Audit webinar on DBFMO contract management

What are the consequences of the new form of DBFMO contract management for local authorities? The Court of Audit shared the findings of its recent audit of this type of public private partnership with local audit offices and audit committees by means of a webinar, an online seminar.

The webinar was held on 12 December 2013 and lasted about one hour. It was tailored to the needs of local audit offices and audit committees.

About DBFMO

A DBFMO contract (Design, Build, Finance, Maintain and Operate) is a specific type of public private partnership. Central government frequently uses this contract form to carry out infrastructure and building projects. Local authorities are also making increasing use of it, for example for the community school in Joure, the international school in Eindhoven and the town hall in Den Helder.
The webinar took a closer look at this form of partnership, answering such questions as, What is DBFMO? What opportunities and risks does it present? What is the relevance of the Sustainable Public Finances Act? What can local audit offices audit and how should they approach DBFMO contracts?

We organised this online seminar as part of the Court of Audit's bicentenary celebrations. We intend to make far greater use of such interactive forms of knowledge sharing in the future.
