What impact do the Netherlands Court of Audit’s recommendations have? Are they actually followed up?

Recommendations arising from our audits are designed to improve government performance. Our Progress Monitor (in Dutch) tracks what the ministries do with the recommendations we make.

The Progress Monitor reveals how the ministries follow up recommendations arising from our qualitative and quantitative examinations of government policy. More specifically, it tracks the recommendations arising from our performance audits and our examinations of policy-based issues covered by our Accountability Audit.

To date, the Court has published 6 Performance Monitors, in 2014, 2015, 2017, 2019, 2021 and 2023.
 

Performance Monitor 2025

The Court of Audit has not released a separate external publication in 2025 but has recorded the findings in an internal database so that they can be used in other, complementary activities, such as budget letters and the State of Central Government Accounts.

For the current monitor, we asked the ministries to self-report on their follow-up to the recommendations made following our audits of policies conducted in 2021 and 2023.

To ensure that the self-reporting is as efficient as possible, as from this year the Court no longer works with a web application but uses the primary line of communication between account holders and coordinators.

The Progress Monitor provides the Court of Audit with important feedback on the quality of its recommendations. It is based in part on international agreements with other Supreme Audit Institutions. More information can be found (in Dutch) at methodologische verantwoording.
