The Netherlands provides financial support to international organisations such as the European Investment Bank (EIB) and the European Stability Mechanism (ESM). The support is largely in the form of guarantees. In an emergency, an organisation can call on the Netherlands to provide up to the agreed maximum of the guarantee. A guarantee will be invoked only in exceptional circumstances. In 2025, the Netherlands had guaranteed more than €196 billion to international financial funds and institutions.
