The EU introduced rules in 1992 to ensure compliance with the Union’s budgetary rules, such as the Stability and Growth Pact and, since 2011, the European Semester. In 2025, 14 of the 27 member states did not meet the 60% debt to GDP ratio and 12 did not meet the 3% budget deficit standard.
