The grants the Netherlands receives from the EU must be spent in accordance with the rules, and citizens must be able to see that they are. The grants involve large sums of money. That money is ultimately derived from citizens and businesses in the EU. In the Netherlands, ministers therefore renderer account to the House of Representatives every year on whether EU funds under shared management were spent in accordance with the rules.
In recent years ministers have reported that, with the exception of the European Agricultural Guarantee Fund (EAGF), expenditure has been legal and regular. The situation in 2024 is not yet clear because the option of postponing the 2024 accounts for a year has been exercised for several funds. The position of the agricultural funds deteriorated in 2024. The certifying authority, the Central Government Audit Service, issued an adverse opinion on both the EAGF and the EAFRD owing to shortcomings in the minister’s design of the control and sanction system.
