Compliance with 850 hours standard creates paperwork

Improve educational results in secondary vocational education rather than the administrative process.

The administrative burden caused by the supervision of teaching hours is substantial and has little relationship to the quality of education. The Court of Audit presents this conclusion in its report, 'Administrative burdens of supervising teaching hours in secondary vocational education'.
The Minister of Education, Culture and Science checks that students in secondary vocational education are taught for 850 hours a year, as laid down in the law. If an institution does not provide these compulsory 850 hours, the minister can recover funding provided to the institution. Many secondary vocation education institutions therefore spend a lot of time and effort on administrative processes in order to comply with this teaching hours standard. The administrative burden of supervising teaching hours is substantial and has little relationship to the quality of the education.
